Express Entry changes on November 3, 2026

On October 16, 2026, IRCC announced that from November 3, 2026, Express Entry’s Comprehensive Ranking System (CRS) gives points for either Canadian work experience, with extra points for work in high-wage occupations, or a qualifying job offer in a high-wage occupation, whichever gives more, under a new Labour Market Integration factor worth up to 150 points (140 with an accompanying spouse or common-law partner). Job offers no longer need a Labour Market Impact Assessment (LMIA), and IRCC states that profiles in the pool will be recalculated over up to two weeks, with invitation rounds paused during that time.

Takes effect November 3, 2026: 7 days left (as of October 27, 2026)

Based on IRCC’s changes page, backgrounder and news release of October 16, 2026 (listed under Sources). Page reviewed . Point values are the ones DrawRelay’s CRS calculator uses.

Key dates

  1. CRS points for job offers (arranged employment) were removed under Ministerial Instructions 2025-1.
  2. IRCC announced the changes and published its list of high-wage occupations (searchable on DrawRelay’s high-wage occupations page).
  3. Before November 3, 2026 IRCC’s news release states that candidates who want points for a qualifying job offer must update their profiles with the required information before November 3.
  4. The changes take effect. IRCC states that recalculating the profiles in the pool could take up to two weeks, and that invitation rounds will be paused until it is complete.

What changes at a glance

  • A new Labour Market Integration factor gives points for either Canadian work experience or a qualifying job offer, whichever gives more. The two are not combined.
  • Canadian work experience keeps its work-length points (up to 80, or 70 with an accompanying spouse or common-law partner) and adds 70, 40 or 20 points for at least 12 months of work in high-wage occupations.
  • Job offer points return: 100, 70 or 50 points, only for an occupation on IRCC’s high-wage list (186 NOC codes).
  • An LMIA is no longer required for a job offer, either for CRS points or for Federal Skilled Worker and Federal Skilled Trades eligibility, and having one adds no points or priority.
  • The factor is capped at 150 points, or 140 with an accompanying spouse or common-law partner.

The Labour Market Integration factor

IRCC describes the Labour Market Integration factor as new in the CRS. It compares the points a candidate could receive for Canadian work experience with the points for a qualifying job offer and counts the higher of the two; a candidate receives points for one or the other, not both.

Maximum points for each option of the Labour Market Integration factor
OptionWith a spouse or common-law partnerWithout a spouse or common-law partner
Canadian work experience140: 70 for work-length, 70 for high-wage experience150: 80 for work-length, 70 for high-wage experience
Qualifying job offer100100

Canadian work experience points are the sum of work-length points and high-wage occupation points. IRCC states that work-length points are the same points currently awarded for qualifying work experience in any TEER 0 to 3 occupation. They are now counted inside the new factor, so DrawRelay’s calculator counts them there instead of in the core human capital section; age, education and official language points are unchanged.

IRCC states that the eligibility requirements for Canadian work experience are not changing. Its backgrounder adds that eligible experience generally must have been gained in Canada within the previous 10 years, in an occupation in TEER category 0, 1, 2 or 3 of the National Occupational Classification.

High-wage experience points

Extra points for Canadian work experience in high-wage occupations
Qualifying Canadian work experiencePoints
At least 12 months in one or more occupations at the 2x level (median wage at least twice the average median wage)70
If not eligible for 70: at least 12 months combined in occupations at the 1.5x level or above40
If not eligible for 40: at least 12 months combined in occupations at the 1.3x level or above20
Less than 12 months of qualifying experience in high-wage occupations0
  • The points are added to work-length points.
  • 12 months means at least 1,560 hours of qualifying Canadian work experience, continuous or not, full-time or an equal amount of part-time, and combined across one or more listed occupations.
  • When jobs overlap, hours count only up to the equivalent of full-time work, 30 hours a week.
  • Which occupations qualify, and at which level: search the high-wage occupations list. The level follows the occupation’s NOC code, not a person’s salary.

Job offer points

CRS points for a qualifying job offer, from November 3, 2026

Job in an occupation at the 1.5x level (89 on the list)70
Job in an occupation at the 1.3x level (66 on the list)50
Job that is not in a high-wage occupation0
  • The offer must be valid under Express Entry and be for a position in an occupation on the high-wage list.
  • IRCC’s backgrounder says a qualifying job offer must generally be for full-time, continuous work in Canada for at least one year after the candidate becomes a permanent resident, and that a revoked offer no longer qualifies.
  • The job offer option has no work-length points added to it.

Before and after: worked examples

These examples are computed with DrawRelay’s CRS calculator under both rule sets. They illustrate how the rules apply; they are not predictions for any candidate. Results under the rules from Nov 3, 2026 are an estimate based on IRCC's published changes; IRCC's own calculation may differ.

“Before” is the core Canadian work experience factor; job offers have earned no CRS points since March 25, 2025. “From November 3, 2026” is the Labour Market Integration factor. The change equals the change in the total score, because nothing else differs between the two rule sets.

Three example profiles

Example A: Canadian work in a listed occupation

  • Single, age 28
  • Bachelor's degree
  • CLB 9 in all four English abilities
  • 2 years of skilled work in Canada in NOC 21231, Software engineers and designers (1.5x level)
  • 1 year of skilled work outside Canada
Before Nov 3
507
From Nov 3
547
Change
+40

From November 3, 2026, the factor counts 53 work-length points plus 40 high-wage points, 93 in total, against 53 points for Canadian work experience before. All other factors score the same under both rule sets.

Example B: job offer, no Canadian work experience

  • Single, age 31
  • Master's degree
  • CLB 8 in all four English abilities
  • No skilled work in Canada
  • 3 years of skilled work outside Canada
  • Qualifying job offer in NOC 21300, Civil engineers (1.5x level)
Before Nov 3
376
From Nov 3
446
Change
+70

From November 3, 2026, the job offer earns 70 points; before, job offers earned no points and this profile had no Canadian work experience. All other factors score the same under both rule sets.

Example C: accompanying spouse, occupation not on the list

  • Married, age 34, with an accompanying spouse
  • Two-year post-secondary diploma
  • CLB 7 in all four English abilities
  • 3 years of skilled work in Canada in NOC 72200, Electricians (except industrial and power system), which is not on the high-wage list
  • 2 years of skilled work outside Canada
  • Job offer in the same occupation
  • Spouse: secondary school diploma, CLB 5 in English, no Canadian work
Before Nov 3
368
From Nov 3
368
Change
0

The 56 work-length points for Canadian work experience are the same under both rule sets. The job offer is in an occupation that is not on the high-wage list, so it earns no CRS points. All other factors score the same under both rule sets.

LMIA and job offers

From November 3, 2026, according to IRCC’s changes page:

  • A Labour Market Impact Assessment (LMIA) is not needed for a job offer to qualify for program eligibility or for CRS points.
  • Having an LMIA does not give more CRS points or priority.
  • Job offers may be for an existing or a new position, and from an existing or a new employer.
  • An officer assesses every qualifying job offer when the application for permanent residence is processed, and must be satisfied that it is genuine before it counts for program eligibility or for points.

IRCC’s backgrounder lists what the officer considers, including whether:

  • the employer is actively engaged in the business for which the offer is made
  • the offer reflects the employer’s reasonable employment needs
  • the employer can reasonably meet the terms of the offer
  • the candidate is qualified and able to do the work, and is likely to accept and carry out the employment
  • the employer has complied with applicable federal and provincial employment and recruitment laws

IRCC’s instructions for a job offer without an LMIA

As of October 27, 2026, IRCC’s changes page says that its online system will not yet reflect the change on November 3, 2026, so a profile must still state that a positive LMIA was issued. It gives these values for the job offer under “Work history” in the profile:

Profile answers for a job offer without an LMIA, as given by IRCC
Question or fieldResponse
Was a positive LMIA issued for the job offer in Canada?Yes
LMIA Number00000
LMIA Issuance Date2026-01-01
LMIA Expiry Date2029-01-01

These are placeholder values from IRCC’s instructions for its form, not an LMIA. IRCC’s pages are the reference for how to complete a profile.

Federal Skilled Worker and Federal Skilled Trades programs

  • IRCC assesses program eligibility and CRS job offer points separately.
  • A valid job offer can still help meet Federal Skilled Worker or Federal Skilled Trades eligibility even if the job is not on the high-wage list: such offers may be in any eligible TEER 0, 1, 2 or 3 job that meets the program’s requirements. A job offer can therefore count for eligibility but earn no CRS job offer points.
  • IRCC’s backgrounder describes a temporary public policy that exempts candidates invited to apply on or after November 3, 2026 from the LMIA requirements for qualifying job offers used to establish Federal Skilled Worker or Federal Skilled Trades eligibility, provided they meet the conditions of the policy.

What is not changing

  • Skills transferability: IRCC states that these rules are not changing. Canadian work experience in those combinations is still assessed by its length, not by the high-wage requirements.
  • The eligibility requirements for Canadian work experience.
  • Job offers used to meet Federal Skilled Worker or Federal Skilled Trades eligibility can still be in occupations that are not high-wage.
  • IRCC’s changes page lists no changes to the other factors: age, education, official languages, spouse or partner factors and additional points such as a provincial nomination.
  • IRCC’s backgrounder notes that more CRS points do not guarantee an invitation to apply: invitations still depend on the requirements and cutoff score of each round.

Recalculation and the pause in invitation rounds

IRCC states that the system will recalculate the points in existing profiles when the changes take effect on November 3, 2026, that this could take up to two weeks, and that invitation rounds will be paused during that time and start again when the recalculation is complete.

IRCC’s news release states that candidates who want points for a qualifying job offer must update their profiles with the required information before November 3.

As of October 27, 2026, the most recent round was #452 on October 27, 2026 (French-language proficiency, lowest CRS score 407). Round details.

Frequently asked questions

What changes in Express Entry on November 3, 2026?

IRCC adds a Labour Market Integration factor to the CRS. It gives points for either Canadian work experience (work-length points plus up to 70 for 12 months in high-wage occupations) or a qualifying job offer in a high-wage occupation (100, 70 or 50 points), whichever is higher. The factor is capped at 150 points, or 140 with an accompanying spouse or common-law partner. A job offer no longer needs an LMIA, and an LMIA no longer adds points or priority.

Are LMIA job offer points coming back?

In a different form. The previous 50 and 200 points for arranged employment ended on March 25, 2025. From November 3, 2026, a qualifying job offer earns 100, 70 or 50 points, but only in an occupation on IRCC’s high-wage list, and no LMIA is required. A job offer in any other occupation earns 0 CRS points.

Do I need an LMIA to get job offer points?

No. From November 3, 2026, IRCC does not require an LMIA for a job offer to count for CRS points or for Federal Skilled Worker or Federal Skilled Trades eligibility, and having one gives no extra points or priority. An officer assesses whether the offer is genuine when the application for permanent residence is processed. Because the online profile still asks about an LMIA, IRCC’s changes page gives placeholder answers for it: “Yes” to the LMIA question, LMIA number 00000, issue date 2026-01-01 and expiry date 2029-01-01.

Can I get points for both Canadian work experience and a job offer?

No. IRCC compares the two options and counts only the one that gives more points. For example, a single candidate with 1 year of Canadian work (40 points) and a job offer in a 2x occupation (100 points) gets 100 points from this factor, not 140.

Will my CRS score be recalculated automatically?

Yes. IRCC states that it will recalculate the profiles already in the pool when the changes take effect, that this could take up to two weeks, and that invitation rounds will be paused until it is complete. Its news release also states that candidates who want job offer points must add the required job offer information to their profile before November 3.

Do the changes affect skills transferability points?

No. IRCC states that the rules for skills transferability factors are not changing. Canadian work experience in those combinations is still assessed by its length, not by the high-wage requirements.

Does a job offer used for FSW or FST eligibility have to be in a high-wage occupation?

No. IRCC assesses program eligibility and CRS job offer points separately. A valid job offer for the Federal Skilled Worker or Federal Skilled Trades Program can be in any eligible TEER 0, 1, 2 or 3 occupation that meets the program’s requirements. Only CRS job offer points are limited to high-wage occupations.
